| The Tennessee Center for Child Welfare (TCCW) was established in 2004 at the behest of Dr. Viola Miller, Commissioner of the Department of Children's Services (DCS), to assist in the professionalization of the child welfare workforce. As the agency responsible for training the DCS workforce and resource parents, TCCW and its Consortium partners bear a great deal of responsibility for the quality of child welfare practice in Tennessee. We are committed to and passionate about improving the quality of that practice in ways that can positively impact the life trajectories of children and youth in DCS custody and outcomes for their families. In our active support of improved practice, we work to reach out to resource parents and caseworkers as well as their supervisors, regional leadership teams, and central office administrators. Additionally, we work to reach out to the systems that intersect with child welfare—the courts, the schools, the medical and mental health communities. In so doing, we embrace innovative approaches to learning that maximize effectiveness, access, and convenience while minimizing cost. Finally, we ensure that we are staffed with trainers and coaches who are grounded in the DCS practice model, knowledge‐rich, and highly skilled.
Organization
The TCCW is composed of five teams: 1. Program Delivery: Coordinates the delivery of the DCS staff and resource parent pre-service and in-service trainings 2. Curriculum Development: Produces competency-based learning labs, online curricula, and multimedia products 3. Learning and Staff Development: Focuses on transfer of learning and on the professional growth of trainers and staff 4. Organizational Effectiveness: Responsible for data management, evaluation, and research 5. Finance and Operations: Responsible for managing all contracts and finances
